La corrupción en México: a la diestra mano de Dios

 El reciente hallazgo de más de sesenta cadáveres en Acapulco, obliga a repensar la historia de un país sumergido en una profunda oscuridad. La búsqueda de riquezas naturales potenciadas por la alianza entre gobiernos, inversionistas  y bandas de narcotráfico, demuestra que el camino es difícil, sin embargo, detrás de la violencia se esconden numerosas experiencias comunitarias que toman cada vez más fuerza y se perfilan como el único camino posible para salir de la corrupción.

LA NOCHE ETERNA

Los pequeños eventos van definiendo la historia es su dimensión más amplia: el de la larga duración. Cuando Cortez desembarcó en las costas de Veracruz definió el futuro de millones de seres humanos. Con él llegaba un proyecto civilizatorio con la capacidad técnica e ideológica para imponerse a sangre y fuego. Para muchos la larga noche había comenzado.

El despojo y la opresión configuraron la lógica de todas las instituciones y relaciones sociales del Nuevo Mundo. Los nuevos estados y sus leyes se forjaron para salvaguardar los intereses y privilegios de una casta: la europea. Los vencidos fueron condenados  a la servidumbre, sus costumbres y conocimientos despreciados y envilecidos. Sus territorios usurpados.

Sobrevivir la violencia salvaje que de manera sistemática se ha ejercido durante 5 siglos es una prueba admirable de tenacidad. En México, el proceso expansivo capitalista, a pesar de la violenta invasión europea ha sido necesario perpetuar una agenda de terror y violencia implacable mediante una ficticia “Guerra contra las drogas”, para arrasar con los pueblos y facilitar el hurto de sus tierras y recursos. Es una guerra vieja, desde la matanza de Cholula en 1518, hasta la desaparición forzada de 43 estudiantes en Guerrero la lista es escalofriante. Estar vivo en México parecería un acto de rebeldía.

La versión neoliberal del capitalismo en crisis que vulnera la hegemonía de Estados Unidos se traduce en la necesidad de imponer su agenda económica a toda costa desatando, desde el 2006 cuando el gobierno de Calderón anunció un operativo contra los carteles en el estado de Michoacán, una violencia descomunal auspiciada por los gobiernos de todas las tendencias políticas, pasando de una guerra de baja intensidad (que se había mantenido por años con el PRI) a una frontal. Este embate implacable ha dejado a la fecha cerca de 140 mil muertos y de acuerdo a cifras oficiales más de 26 mil desaparecidos. Aunque el país es virtualmente una fosa clandestina, lejos de ser combatidos, los carteles se han fortalecido y diversificado obteniendo ganancias millonarias con actividades que van desde la trata de personas, el tráfico de órganos, venta de armas, talas clandestinas, secuestros, hasta la infiltración gubernamental y la policía.

Frente a la omisión del Gobierno y su total incapacidad para garantizar la seguridad de sus gobernados a pesar del despliegue inconstitucional del ejército y la marina en las calles, la gente se ha visto obligada a organizarse. Para los pueblos originarios, acostumbrados al ataque constante del Estado, resultó natural reforzar sus mecanismos de defensa, como sus policías comunitarias, medulares en su estructura de autogobierno, a tal grado que están reconocidas en la Ley 701 de “Reconocimiento, derechos y cultura de los pueblos indígenas”.

Sobrevivir en un país inmerso en una guerra de exterminio desde hace 500 años no es tarea fácil. La tolerancia increíble a la violencia solo se explica porque forma parte de su historia de tal forma que se ha incorporado a la identidad nacional. Sin duda alentado por el discurso racista del “gran imperio” estadounidense para justificar su despojo, el  México Bárbaro se ha naturalizado tan exitosamente que nadie se ha sorprendido, indignado o conmovido frente a la gran tragedia de los mexicanos. El sufrimiento invisible de comunidades enteras a merced de grupos criminales se ajusta a la imagen del México bárbaro que en realidad es un país sometido y explotado a tal grado, que ni la muerte de más de 150 mil personas desde que dio inicio el exterminio que los gobiernos bautizaron como “Guerra contra las drogas”, ni los más de 27 mil desaparecidos indignaban a alguien.

ayop 3La lucha contra el exterminio ha tomado muchas formas, tantas porque precisamente surgen y se fortalecen de la prácticas y necesidades concretas de los pueblos y comunidades. Para muchos, como las comunidades organizadas en autodefensas, la práctica de la autonomía es reciente, pero para los pueblos mesoamericanos ha sido fundamental e indispensable desde siglos. Nociones como la democracia directa evocan sus asambleas de gobierno, y el concepto de la propiedad privada les resulta mucho más extraño que la idea de la propiedad y trabajo comunal.

El capitalismo, como opción civilizadora desesperada de supervivencia frente a una base material precaria, impulsa un desarrollo tecnológico que rompe con la antigua solidaridad comunitaria favoreciendo un individualismo exacerbado mediante privilegios y sostenido por el dominio y sometimiento de otros. Son la misma violencia y la precariedad sistemática que se han reproducido como tragedias en México. Una violencia extrema necesaria para la domesticación de toda una especie, pero que sin duda ha encontrado una resistencia proporcional a su embestida.

LA PESADILLA: EL ESTADO BURGUÉS

Sobreviviendo bajo un Estado de excepción y guerra permanente, el último episodio de esta historia violenta fue la desaparición forzada de 43 estudiantes de una normal rural en una de las zonas más empobrecidas y marginadas del país, el Estado de Guerrero. El ataque no es algo extraño para los guerrerenses, en su mayoría conservan fresco en la memoria su tenaz sobrevivencia a la Guerra Sucia que implementó de manera sistemática el Gobierno en los años setenta como parte integral de la política contrainsurgente del imperio norteamericano a nivel continental.

Como ya mencionamos, para la defensa de su territorio y sus vidas han recurrido a sus prácticas comunitarias. Un ejemplo de esta capacidad organizativa sincrética son las normales rurales: producto de este legado histórico que logró concretarse como un proyecto educativo socialista sumamente original de la Revolución Mexicana, con el propósito de llevar el conocimiento a las comunidades y poner el saber al servicio de los pobres. A pesar de haber tenido un contexto político favorable muy corto, han logrado mantenerse justamente por cumplir exitosamente con su objetivo como resultado de la amalgama perfecta de ideales socialistas universales y las aspiraciones de los pueblos.   Los maestros que se han formado en sus aulas, luchadores sociales de la talla de Genaro Vazquez y Lucio Cabañas, forman parte de sus comunidades, saben de sus pobrezas, han crecido participando en asambleas, conocen la función de las policías comunitarias,  han sobrevivido la violencia de militares, policías, paramilitares, narcotraficantes y guerrillas. La aversión de los gobiernos contra estos estudiantes y sus comunidades está totalmente justificada, asediados constantemente se han organizado en torno a la Federación de Estudiantes Campesinos Socialistas de México, la organización estudiantil más antigua de México, que como instancia política precede incluso al Partido Revolucionario Institucional, ambos se forjan en la coyuntura  posrevolucionaria rusa, y de alguna forma comparten ciertos rasgos: el modelo de partido tradicional, jerárquico y disciplinario y corporativo, aunque la FECSM enarbola principios de carácter marxista que le ha dado la capacidad de crear una base social incondicional y formar militantes fieles.

ayoLa insensatez de una clase política criminal contaba con que ese 26 de septiembre los nombres de 43 individuos se sumaran a la lista de asesinatos, masacres, secuestros y desapariciones que pasan prácticamente desapercibidos para la mísera  población del país. Una población que normalmente ostenta su ignorancia a través de una indiferencia tan vergonzosa como patética. Resultaba demencial que ni las imágenes atroces de ajusticiamientos sádicos de cientos de personas, ni los hallazgos de fosas clandestinas masivas lograran conmover.

La gran tragedia de este país es que nos sorprenda más la movilización de la sociedad mexicana que lo sucedido en Ayotzinapa. Lo patético del asunto es que no se cuestione la responsabilidad del Gobierno, sino las razones que lanzaron, por fin, a millones de individuos a manifestarse en las calles. No podemos decir que el sumiso teleauditorio se impresionó de manera particular por la violencia y el sadismo de los hechos. Tampoco que las víctimas de esa violencia fueran jóvenes pobres, en su mayoría indígenas; eso no indigna a una sociedad racista simpatizante del exterminio. Sin duda algo tuvo que ver la difusión que expuso en detalle lo que ya todos sabían: la complicidad del Gobierno en todos sus niveles con los criminales más depravados; una confirmación fatal de la vulnerabilidad y el desamparo del ciudadano común.

Frente a la magnitud y las implicaciones de la tragedia, los medios, tan propensos a criminalizar y justificar las atrocidades de los gobiernos, tomaron una sospechosa actitud condescendiente con el dolor de los familiares de los estudiantes normalistas. Una actitud en donde no podemos descartar el papel de los intereses que se han creado en un país convulsionado y diezmado por una guerra de exterminio y que alguien, en la más alta esfera del poder, se pudiera beneficiar de la crisis política del gobierno de Peña Nieto, seria ingenuo considerar  fortuita la filtración del fusilamiento de una veintena de civiles por parte del ejército en Tlatlaya,  como también el no considerar la posible influencia y alianzas de poderes, incluidos políticos, carteles de la droga y guerrillas.

Pero tratando de hacer un balance positivo, quedémonos con la idea que la capacidad de respuesta, organización y convocatoria de los normalistas y el pueblo las que lograron, por un momento, encarnar el hartazgo de miles frente al descarado contubernio del gobierno y los grupos criminales. El video de los 43 estudiantes forzados a subir en patrullas de la policía municipal, para ser entregados a una banda criminal tan solo evidenció la dura realidad de muchas comunidades del país. Una realidad que hace necesario el ejercicio legítimo de la autodefensa para vivir.

EL DIFÍCIL AMANECER

El cinismo y la estupidez de la clase política son tan grandes como el horror que se vive día a día en las calles. Son viles gestores del gran capital porque saben que el botín vale la pena, sus fortunas se explican con la entrega de un cuarto del territorio nacional a mineras extranjeras, más de 51 millones de hectáreas son explotadas intensivamente dejando devastación y miseria.

No es secreto que van por el oro que se encuentra en las entrañas de las montañas de Guerrero, defendidas desde 1995 por la Policía Comunitaria de sus pueblos. Tampoco se ignora que la guerra contra la autonomía zapatista tiene como trasfondo los grandes yacimientos de uranio, hierro, aluminio y cobre que contienen sus territorios, y que junto con Oaxaca y Guerrero forman un corredor de inmenso potencial minero. Sabemos que por eso  fue desplazado cruelmente de su territorio el pueblo triqui y se destruyó salvajemente su autogobierno; que por lo mismo el pueblo cuicateco se organizó de manera autónoma en un congreso permanente y que por lo mismo se declararon en autonomía Cheran, en Michoacán, y los comuneros nahuas de Ostula, Jalisco.

En este ambiente de total descomposición, corrupción, y complicidad del gobierno y los grupos criminales,  no solo los pueblos originarios se han visto en la disyuntiva de asumir su propia seguridad, así desde el 2012 en zonas inmersas en una violencia brutal, como Michoacán y Veracruz surgen grupos de civiles armados, causando alarma en la prensa amarillista y confusión en la población desinformada. Sin hacer ninguna distinción entre las policías comunitarias y los grupos de civiles armados, es decir, sin explicar que las policías comunitarias forman parte de las estructuras de gobiernos de los pueblos y que obedecen a ellos, mientras que los grupos de autodefensa surgen de manera más o menos espontánea y efímera, el gobierno reproduce el viejo argumento de restablecer el Estado de Derecho mediante la disolución de todos los grupos armados y el fortalecimiento de las fuerzas represivas del gobierno. La opacidad de algunos “lideres” de estos grupos, la infiltración de sicarios de las mafias locales y el encarcelamiento de quienes no se han doblegado frente al gobierno han facilitado el desmantelamiento paulatino de las autodefensas, pero es innegable que han sentado un precedente importante para muchas comunidades. La noche aún es larga, pero tal vez logremos vislumbrar algún amanecer.
