    Topeka A proposal by one of the Kansas Legislature’s most conservative members to remake the state’s school finance formula drew a surprising mix of reactions Tuesday, with school districts and other education groups offering cautious support.

    Two conservative lobbyists came out against the bill, and the leading Democrat in the Kansas Senate chelsea youth keeper jersey

    But almost everyone who testified during the bill’s first committee hearing in the Senate Education Committee Tuesday expressed keen interest in at least some of its concepts and indicated that it could be a framework to guide future discussions.

    “I’ve been real torn on this bill and gone back and forth between neutral and proponent several times,” said Bill Mullins, superintendent of the Marysville school district in north-central Kansas.

    In the end, he said he came down in favor of the bill, “because I think by passing this bill, it allows that conversation to proceed faster than if we were neutral.”

    If the bill is approved, Marysville district would be one of the first six school districts to come under the new formula starting next year. Those six districts, which also include McPherson, Kansas City, Concordia, Hugoton and Blue Valley, have all been designated as “public innovative” districts, which are allowed to exempt themselves from most state laws and regulations governing schools in exchange for adopting plans to improve overall student achievement.

    No local-tax cap

    The bill, which was crafted largely by Senate Education Committee Chairman Steve Abrams, R-Arkansas City, would reinstate a type of enrollment-based funding system similar to the one that lawmakers voted to repeal just one week ago.

    But instead of assigning “weights” to different categories of students 鈥?a system that gives districts more money for harder-to-educate students 鈥?Abrams’ bill offers three other types of funding in addition to per-pupil funding.

    Those additional funding streams would be based on the poverty rate and population sparsity in each district, as determined by the U.S. Census Bureau, as well as a “success” index that would reward schools for graduating students who go on to higher education, the military or good-paying jobs.

    It would also continue the existing 20-mill statewide property tax that funds a portion of the education budget, and it would allow local districts to continue raising additional money through local property taxes. But there would be no cap on how much local districts could raise through that tax.

    However, under certain conditions, if wealthier districts like Burlington and Blue Valley go over a certain amount in their local taxes, they would have to levy additional taxes 鈥?what some have called a “luxury tax” 鈥?with the proceeds of that going back to the state to help fund equalization aid for less wealthy districts.

    ‘Starting point’

    “It is an intriguing starting point to discuss what happens next in school funding,” said Mark Tallman, a lobbyist for the Kansas Association of School Boards. “There are obviously some elements that I think very much line up with things our association is interested in. There are a host of unknowns.”

    But Dave Trabert, president of the conservative think tank Kansas Policy Institute, testified against the bill, saying that while portions of the bill looked attractive, it does not address the issue of adequacy of school funding, which the Kansas Supreme Court has said is a requirement.

    “The role of the Legislature is to provide the funding that is needed to provide the education to meet the outcomes,” Trabert said. “But if there is research (to support the funding levels in the bill), it has not been made part of the bill. How did we arrive at the amount per-pupil for poverty, how did we arrive at the amount for enrollment, and so forth.”

    Walt Chappell, a former member of the Kansas State Board of Education, also testified against the bill, saying it was “not ready for prime time.”

    Senate Minority Leader Anthony Hensley of Topeka said after the hearing that it appeared the bill could result in a large shift in education funding away from the state and onto local property taxes. And he said the lack of any limit on local property taxes would only benefit wealthier districts.

    “If you take the cap off, that is only going to serve to disequalize whatever formula you have and will very likely cause another court challenge,” Hensley said.

    The committee plans to continue the hearing Wednesday.

    The flight
    Flight 9525 took off at 10:01 a.m. Tuesday from Barcelona, Spain, bound for Dusseldorf, Germany, with 144 passengers and six crew members aboard. It was operated by Germanwings, a low-cost division of Lufthansa. The aircraft crashed shortly before 11 a.m. in a remote area near Digne-les-Bains in the Alpes de Haute Provence region.     At 10:45 a.m., the plane had reached its cruising altitude of 38,000 feet. It then unexpectedly began an eight minute descent, according to Germanwings. The aircraft lost contact with French radar at 10:53 a.m. at a height of approximately 6,000 feet. Then it crashed. The cockpit didn’t issue a distress call, the French Civil Aviation Authority said. Air traffic controllers sent out a distress call after radio contact with the plane was lost.
    The big question: What happened on board during those crucial minutes? CNN aviation analyst David Soucie said he believes the pilot “was definitely aviating and navigating, from what we can tell.”
    The crash site
    The plane went down in a rugged, sparsely populated part of the Alps. A local tourist official told French newspaper Liberation that the crash occurred on a particularly steep area of mountainside. Helicopter crews found the airliner in pieces, none of them bigger than a small car, and human remains strewn for several hundred meters, according to local authorities. German Foreign Minister Frank-Walter Steinmeier described it as “a picture of horror.” Access to the crash site is reported to be difficult, with no roads leading to it. Authorities were not able to retrieve any bodies Tuesday, with the frozen ground complicating the effort.
    The big question: How long will it take for search teams to recover the human remains and key parts of the aircraft wreckage?
    The people on board
    The captain of Flight 9525 had flown for Germanwings for more than 10 years and had more than 6,000 flight hours on the aircraft model, according to the airline. Germanwings hasn’t released details about the five other crew members. Details have begun to emerge about some of the passengers on the plane, but officials have cautioned that there is still a degree of uncertainty at this point over who exactly was aboard. Spain’s King Felipe VI said “high numbers of Spaniards, Germans and Turks” were on the aircraft. The Germans included 16 students and two teachers from a school, the airline said. Citizens of Argentina, Australia, Belgium, Colombia and the Netherlands have also been confirmed to have been on the plane by their national governments.
    The big question: Who exactly was on board?
    The plane
    Flight 9525 was being operated with a twin-engine Airbus A320. The model is generally considered to be among the most reliable aircraft, according to Soucie. The A320 that crashed was delivered to Lufthansa in 1991, Airbus says. It had clocked up roughly 58,300 flight hours over the course of about 47,600 flights, according to the manufacturer. Germanwings says it was last checked in Dusseldorf.
    The big question: Did a problem with the plane lead to its descent and eventual crash? “It seems that an event occurred that compelled the crew to descend,” CNN aviation analyst Les Abend says in an opinion article. “But that raises the question of what that event could be?”
    The investigation
    Hundreds of French firefighters and police officers are involved in the recovery effort in the Alps. One of the plane’s “black boxes” has been recovered, the French interior minister said. It wasn’t immediately clear whether it was the flight data recorder, which stores a vast array of parameters about the aircraft, or the cockpit voice recorder, which is designed to capture all sounds on a plane’s flight deck. The two devices are expected to be crucial in unraveling what led to the crash. Investigators typically spend months analyzing the recorders’ information.

    ‘But it was all meant in jest and anyway it worked. By being brief, controversial and a bit sweary I woke the room up and the auction prize I was offering – one last lap of the Top Gear test track – raised 拢100,000.’聽

    Clarkson was keen to stress his commercial clout in next month’s Top Gear magazine, which was written before the latest row erupted and will go on sale on Friday.
    He warned against Top Gear becoming boring, saying: ‘We could talk about fuel economy. And hire purchase plans. But, if we did, we’d be left with almost no viewers in the UK, and no foreign sales.’
    Clarkson allegedly punched Mr Tymon when he was offered cold cuts instead of a hot steak after a long day of filming.聽

    BOSTON (CBS) Living in Massachusetts is not the way to get the most bang for your buck, according to a new ranking.

    Besides housing, Boston residents also pay more for just about everything else. Groceries are 14.5 percent above the national average, utilities are 23.4 percent, transportation is 8.8 percent and health costs are 21.5 percent above the average.
    Still, there鈥檚 a reason people are willing to shell out more to call Boston home. Boston College economics professor Can Erbil tells WBZ NewsRadio 1030 that the city鈥檚 world-class medical facilities, culture and history make it worth it for many.
    I don t think anyone can deny that Boston is pricey, he said. I do not believe Boston is overpriced.
    Just behind Boston at No. 5 is the Cambridge area (Forbes also places Newton and Framingham here), where the median income is higher at about $100,000, but that still only makes 54 percent of housing affordable.
    Landing in ninth is Essex County, including Peabody. The median income is just under $83,000, and about 59 percent of housing is affordable for those making that much, according to Forbes.

The line had to be groomed and a winch-pull system set up. Since skating over water required more speed than skating over snow, the team had to make a number of test runs. But once they got the timing right,聽Grubb was able to negotiate the car-sized mounds of ice that covered the landscape.Grubb, who lives in Orlando,聽told Fox News it was聽cold in Cape Cod. “We didn’t get an exact temperature, but, yeah, it was probably in the 30s or low 40s or something,” Grubb said. “With all that ice in there, it was definitely cold. It was pretty windy that day, so the wind chill was definitely cutting through (my wetsuit).” captured the moment in this lively wakeskating video.     “It’s Jayde and her middle name is Carter,” Bookout said. “No more changes. We finally agree and really feel like this is the perfect fit.”

    Bookout wants to wait until she and Kinney have learned to take care of two children before they get married. The “Teen Mom OG” star is also finishing her college degree at Chattanooga State in Tennessee.

    As for her relationship with Bentley’s father, her ex Ryan Edwards, the two share a more civilized relationship now.

    “We don’t argue with each other,” Bookout told . “I guess we just learned it’s just not worth the energy, and we’ve grown up a little bit.” 

    Bookout is due in 11 weeks and Bentley is ready to become a big brother.

    “He’s so excited for the baby,” she said. “And I’m excited for him to have a sibling. I think it will be good for him to finally have to share the spotlight.”

    My money is on the show finally killing off Sideshow Bob, who has become a crutch for the writers to lean on. Nearly every season features some hackneyed appearance by Bart鈥檚 nemesis in some incarnation. No offense to Kelsey Grammer, but the Bob gags got old even when I was in junior high in the 90s. I can barely remember why he even hates Bart anymore.
